While a poverty reduction strategy is a positive development, we continue to believe that what is needed is a comprehensive plan for all of the social ministries that would make connections between ministries, stakeholders, community-benefit organizations and citizens. Focusing more on the social determinants of health instead of crisis response, a framework for well-being would support innovation, evidence and accountability.
